Fear the Walking Dead Season 7 Episode 12, The conversation with Arno, just before his death, shocked Luciana. She realizes that the pedestrian threat is far greater than she ever realized. Arno’s warning – that the miners are more dangerous than their predecessors – made Luciana understand that the survivors were fighting an insurmountable force.
The only way forward for him to protect the survivors was to conquer the Tower. And the only way to take control of the port is for Daniel to lead them in the battle against Victor.

Fear the Walking Dead Season 7 Episode 11, ‘Ofelia’ starts with Morgan and a small group leaving the sub to get the bulk of the weapons Dwight found. At that point, Daniel leaves the sub to find Ofelia without informing Luciana or Wes. They both found Daniel and begged him to return to the sub but were caught by the Stalkers. In a hostile community camp, Arno seeks out links to Dwight’s weapons. Daniel asks Arno to bring back Ofelia to get the links. Pretending to have Ofelia, Daniel gives fake links to Arno to send his troops to the area.
When half of Arno’s soldiers leave the camp toward a false land, Daniel grabs Sage in the direction of the knife and heads for Ofelia’s boat. When he learns that his daughter is not there, he kills Sage by tricking her. He goes to Arno and confirms that his daughter is not with him.
To punish him, Daniel locks Arno in a cage and lowers him to a pedestrian, who eats his legs. Before he became a walker, Arno revealed to Daniel, Luciana, and Wes that someone was letting go of the travelers. He also warns the three that pedestrians are too dangerous and asks them to stay away from them.
To keep the Stalkers safe, Arno reminds Daniel, Luciana, and Wes that Tower is the only place for everyone to survive. Wes, to end Arno’s suffering, kills him. Luciana realizes that the remaining Stalkers need a leader and asks them to join her. With Alicia and Morgan’s army aiming to conquer the Tower, the Stalkers agreed to join.
